The entire new class of ship, Tech 3 Strategic Cruisers, along with other features of EVE Online Apocrypha expansion has been introduced to the game.
Do not assume it is simply improved version of the existing Tech 2 ships. Instead Strategic Cruisers are modular ships reverse engineered from ancient Sleeper and Talocan components, which allow players to design their own ship from a base hull and a set of five subsystems. While the former designs needed the ship to improve as it was used, this is replaced with a set of rank 1 skill and players will lose one level if their ships are ruined.
At first the price of a fully fit Tech 3 ship was more than two billion eve isk but the price has been dropping.
