LOTRO Gold is your best choice. As you known ,tools are made by Metalsmiths, so you can either buy them on the Auction House, or have a friend/Kinmate make you one. Like most things, the Tools all have levels associated with them, and each give a bonus crit chance:
Bronze = L1 -- 1%
Iron = L13 -- 4% (?)
Steel = L25 -- 10% (?)
The crit chance adds to your base critical success chance when making recipes, but only after you have mastered that tier. So when you master Apprentice tier a tab at the bottom of the crafting window should become clickable, there it will tell you your crit % chance and also let you add in additional ingredients to increase this %.
But like I said, these bonuses only come into effect when you have mastered a tier, so until you master the tier you are better off using the Iron tools you were given, since the crit% will not do anything for you and they Iron set is cheaper to repair.
Dwarf-Iron = L35 -- 14%
Ancient Iron = L45 -- 18%
At 37 you have moved out of the areas where you will stumble across the resources you need to level, so you will have to go looking for them. When you got your craft you also got a skill which tracks Scholar nodes, which if you have not put it on your quickslot bar yet will be somewhere in your skills menu. When this is toggled on the scholar nodes will show up on your mini-map and you can hunt them down easier.
